All educational facilities – kindergartens, schools, and universities – were put on lockdown. A few days later, it was decided to close restaurants, cafes, cinemas, entertainment venues, sports clubs, and shops, except grocery stores. A ban was also introduced on mass events.

Also, from March 17, the Ukrainian border was closed for foreigners, while cross-border and interregional passenger services were halted.
